Guest Speakers – The following speakers gave short presentations or were available for questions:
  • Irene Kincade - Running for Clear Creek County Treasurer;
  • Liz Graber – Running for Clear Creek County Treasurer;
  • Claire Levy (Democrat) – running for Colorado state legislature in House District 13;
  • Rand Fanshier (Libertarian) – running for Colorado state legislature in House District 13;
  • Doug Price - Clear Creek County School Superintendent;
  • Marci Bowman spoke on behalf of Joan Fitz-Gerald – running for re-election to Colorado Senator, District 16;
  • Joan Drury – Clear Creek County Commissioner;
  • Lee Behrens – Clear Creek Fire Authority;
  • Kelly Babeon – Chief of Clear Creek Fire Authority; and
  • Joel Buehrle – Clear Creek County Sheriff's Dept..
Next Meeting: The next meeting will be held October 10 at 7 PM at Rusty and Jodi Stewart house.
The previous meeting minutes were accepted.
Volunteer Fire Fighters – Kelly Babeon talked about the need for volunteers to keep an ISO 9 rating (if it goes to 10 insurance rates will go up).  Three volunteers are needed.   Requirements are 50 hours a year.  Training is available in various locations.
Small Tract Act update - Dave Gallaher – Dave has been working with the Forest Service.  The cost for the appraisals has been coming in unreasonably high ($100K).   The Forest Service did the appraisals for $15K.  The final values are not known yet.
Evacuation Plan - Every Homeowners association is being asked to come up with an evacuation plan. We have a map with exits on the Web site.  Marci described exits.  The Hamlin gulch exit is blocked by a locked gate.  Marci is trying to get the Forest Service or Sheriff to remove the lock or get a combination lock.  GCCHLA sent the owner a letter and a copy to the Forest Service and Sheriff.  Jim Vogt suggested GCCHLA contact the County attorney. Heather will write this letter.
Road Report – The County has done a great job adding road base and grading York Gulch up to Overlooked Way. The County will plow up to Overlook Way. The roads will be graded mid October.  The two main loops are graded every year, secondary roads will be every other year unless excess funds are available.
Rusty Stewart requested of Joan Drury that signs indicating uphill right of way be added to York Gulch and that the roads be classified as County 4 roads, which have no maintenance, but the county can issue tickets. 
Kevin Umlauf and Karri Hess will be installing a new culvert at the octopus on Tuesday September 19. 
Community mailboxes –Jim Vogt is trying to get the County to allow GCCHLA to put mail boxes a short distance up York Gulch. Jim has raised safety concerns with the existing mailboxes.  Jim has been talking with a postal service representative (Kathy M.); She will evaluate the situation and let us know if the mailboxes can be moved.

Dog Issues – Jill Garnet reported that their dog was shot and killed at close range on Wednesday evening, September 6.  She offered $1000 reward for identifying the shooter. Contact authorities if you have information on the shooting or if you have a complaint about dogs.
Pine Beetle Strategy – You are NOT officially allowed to cut down any trees on Forest Service land, even infected trees.  If you cut down infected trees they should be hauled to Denver or sprayed with Seven and covered with heavy plastic.  There is a significant concern with dead trees adding to the already high fire danger.  Favorite trees can be sprayed for $10-15 per tree.
Goals for the Gulch – Heather lead a discussion on establishing goals.  Roads are the primary goal.  Other goals will be discussed at the next meeting.  Contact Heather if you have additional suggestions.

Xcel REC Rebates The $2.50 per watt PV Xcel purchase for RECs (Renewable Energy Certificates) expires October 1.  There is also a 30% federal rebate up to $2000 for PV.  The federal rebate applies to systems installed in 2006 & 2007.  For details see http://www.dsireusa.org/library/includes/incentive2.cfm?Incentive_Code=US37F&State=Federal&currentpageid=1&ee=1&re=1
