Previous Meeting Acceptance: The previous meeting minutes were accepted.

 

Discussion and Issues

 

ATV and Road Signs:  The board discussed and listened to comments regarding Jim Vogt’s proposal to use GCCHLA funds to purchase and erect signs to restrict OHV use and/or encourage safer speeds on GCCHLA-leased US Forest Service Roads. The board voted to approve the purchase and posting of the signage. The vote was cast as follows:

In addition, it was discussed/recognized that GCCHLA members owning property within the GCCHLA boundaries are not be prohibited from using their OHVs upon GCCHLA-leased US Forest Service roads for ordinary, everyday activities.  This is in part due to the fact that members pay the dues which, in turn, pay for the forest service permits.

 

Annual Dues: The mandatory dues requirement was reiterated.  The GCCHLA will have an exploratory consult with an attorney to help determine what an HOA can legally do regarding non-payment of dues.  Jim Vogt stated that current law does allow the GCCHLA to impose both tax liens and foreclosures upon those homes and properties where the owner(s) fail to remain current with the dues schedule.  The composition of the annual dues letters may reflect the result of the consultation.  At this time there is no plan for the HOA to impose any type of lien or foreclosure activities for non-paying members.

 

Small Tracts Acquisitions: Dave Gallaher reports phase one is complete. 4 to 5 tracts were not purchased and remain available for purchase.

 

Road Report/ Culverts:  Kerry Hess said he will install a culvert at the Octopus (this culvert was obtained by Kerry without GCCHLA funds.) About 6 culverts are currently needed and the board approved purchase and installation of 4 this summer.

 

Mailboxes: Jim Vogt reports the issue is yet to be resolved with the USPS.

 

Website: No updates.

 

Tree Spraying: Lam Tree is reportedly spraying the GCCHLA group agreement region the week of June 16, 2008.

 

Master HOA List: The GCCHLA Master Homeowners list has been completed by Matt Taylor and Curtis DePoyster.

 

Firehouse: Eric Helmick, volunteer firefighter with the York Gulch Fire Department informed the board of several key improvements to our firehouse on York Gulch and available services. We now have a total of 5 volunteers with others expressing interest. The regional fire authority has provided equipment upgrades, to include emergency medical equipment. Thus, volunteers are now able to provide triage for emergencies in advance of ambulatory services. Please continue to dial 911 for all emergencies and the call will be forwarded to both regional ambulance responders as well as our GCCHLA volunteer staff. Eric said he would like to organize a demonstration for our annual meeting in the fall.

 

Annual Neighborhood Cleanup and Picnic: The annual GCCHLA Picnic is scheduled for June 28, 2008 in the meadow at the intersection of York Gulch and Overlooked Way. The area clean-up will commence in the morning with passes provided for free service at the transfer station. The picnic will begin about 1:30 pm.

 

Resignation: Due to the pursuit of other activities, our secretary Dave Stahl has tendered his resignation.  A new secretary will be selected after the next board has been elected and until then, Curtis DePoyster (or anyone else willing) will perform the secretarial duties of keeping meeting minutes.
