GCCHLA Minutes
Board Meeting January 18, 2000

The meeting was held Jan 18 in the home of Mark and Beth Fowler. The sign-in sheet was misplaced, so the following is only a partial list of those present:

The meeting was called to order by President Dave Gallaher at 7:15. The minutes for the October 1999 meeting were approved as published.

Treasurer Yvonne Kramer reported the Associations finances:
   GCCLA:  $6815.72
   Fire Dept.:  $7105.36.
Note: Because funds can be transferred so easily, figures for checking and savings have been merged.
Yvonne reported the cost for Renaud to repair and grade the roads was $5490.00. An additional $550 was contributed by homeowners living on Chinook Road for extra repair to that road. Yvonne pointed out that to date only $1800 had been raised by member contributions. A discussion was held about possible ways to increase these contributions, which are unfortunately voluntary.

Old Business

Response on Central City Letter.
Dave asked what response had been received on the Central City letter. Marci Bowman replied that the letter had not yet been sent, citing extraordinary personal chaos.

Central City Pipeline.
Dave reported no changes in Central City's pipeline plans. Dave pointed out that the entire bond amount is based on income from the casinos, so the rating will be very low.

A brief discussion was held regarding alternatives such as the tunnel from the base of Fall River to a point south of Central. using existing structures such as the one owned by Al Mosch.

Removal from 4-Wheel Guidebook.
Marci Bowman reported that all necessary moves have been taken to remove YG from the next edition of the guidebook. The next edition has not yet been published, however, and even then the old edition will be used for some time.

GCCHLA Welcome Pamphlet.
Dave asked about the current status of the Welcome Pamphlet. Marci reported the pamphlet needs one more quick edit and then can be printed This has also not been done, again citing extraordinary personal chaos.

Open Roads Policy from the County.
Dave has been in contact with the county regarding the open road policy. It sounds as though it is causing more problems than anticipated.

The consensus of the committee was that any new roads should be discussed first with GCCHLA and that in general we have defined all the roads necessary.

Scott Shaeffer pointed out that the county now has a $1200.00 impact fee that must be paid directly to Roads and Bridges when a building permit is pulled. Scott wants to know what is going on since the money doesn't seem to be going to the area where the permit is located. The consensus was that this was the county's way of funding needed road improvements since the road maintenance and improvement bond issue didn't pass again this year.

Need for a Road Master Plan.
A discussion was held about formatting a new road master plan to present to the county. Bill Sanders suggested we include the overall Master Plan formulated about four years ago, and which is still very relevant.

City of York Gulch – Legal Experts.
Dave is going to discuss the City of York Gulch and it's possible ramifications with Mr. Littlefield who is a board member and attorney.

Small Tract Act – Group Status.
Last year Dave organized a group effort to purchase Forest Service land. A large group responded, but Dave reported that the USFS has moved so slowly that there is still time to add your name to the list; contact Dave as soon as possible. Dave reported the small claims process is no longer being handled by Sue Greenlea at the local office. The process has been moved to the larger jurisdiction of the USFS San Francisco office. We have no way of knowing how this will impact our petition.

Problem Realtors.
One of the recent purchasers of land which to which access was over-promised by the realtor is threatening to sue Dave, Brian Haley, and Bob Musemeche. A discussion was held as to the role of the Association. It was decided at this point to inform members of the problems this realtor is causing, but to take no other action.

Gates on Association Roads.
It was brought up that Scott Schaefer has gated the USFS road that accesses only his property. He reported it was done with USFS (Sue Greenlea's) approval. There was a discussion of the advisability of gating Forest Service property since it should have public access. There was also concern expressed about Fire trucks having access to any fire that would break out on either Scott's property, or in the National Forest if the road is blocked.

New Business

Roads Committee Report.
Larry Kramer reported on several actions taken and items learned by the Roads Committee:
  • Alpine Way may be extended as a public highway past Sam Saiz' house, in order to access a claim at the end of the road. The commissioners listened to attorneys on both sided, and postponed a final decision until Mar 14. The issue concerns a road easement on the deed granted by Clear Creek Mausey.
  • Tim Allen with Clear Creek county has promised no new roads. Aerial photos taken last summer will help determine what is currently a usable road.
There was a discussion of road maintenance and how far the Association should have to go in repairing and maintaining roads that only access a few homes. This was in light of the budget problems currently being experienced by the Association due to lack of road dues paid by members.

County Air Photos.
We will try to obtain a copy of the preliminary photos and the report on building permit increases.

Planning Commission.
Several new members (name??) reported problems with the planning commission when attempting to obtain an easement for using an existing foundation. They felt the commission was rather arbitrary and capricious in their decision.

Website.
Bill Sanders reported that the GCCHLA Website had been significantly revised: Urgent notice updated; several reference pages and minutes of past meetings added. When the Welcome pamphlet is ready, it will be placed on the site. URL: http://www.scribble-count.com/GCCHLA/.

Next Meeting.

The next meeting will be held at Don Waggoner's on Tues., March 14th. 7 pm.

The meeting was adjourned at 8:15.
