GCCHLA Board Meeting

15-January-2002

The regular GCCHLA Board meeting was held 15-Jan-2002 at 7 p.m. at the York Gulch Fire House. The following GCCHLA members were present:

Business Meeting

The Board Meeting was called to order by GCCHLA President Dave Gallaher.

Minutes were presented from the November 13, 2001 General Meeting. They were approved as published.

Treasurer, Yvonne Kramer, gave the treasurer's report:

Major expenses consisted of road grading to Renaud for $3300 and the USFS Road Permits for $600.


Old Business

York Gulch Fire Department
Brian Openheimer reported that he has been appointed York Gulch Fire Chief by the Cleer Creek Fire Authority. He said former Y. G. Fire chief, Kathleen Krebs-Gaubatz, overlooked (not quite his term), as were a dozen or so other experienced volunteers.

Dave reported we received a letter from the Clear Creek Fire Authority stating that we must get permission to hold meetings in our firehouse. A brief discussion followed.

Dave reminded everyone the Fire Department needs a simple floor plan from every homeowner to have on file at the firehouse. Especially important is the location of the batteries. In addition, show information about any external on/off switch you may have. Fire suppression is based on battery location. We want to have 100% compliance so your cooperation is appreciated. Web Site Update
Bill Sanders gave the report on the Association Web Site. He reported that due to server problems with the Scribble & Count site, the GCCHLA Website will be moved to http://boonieliving.com/GCCHLA. This is another company owner by Bill & Marci, and this site has more available server space.

Bill reported that a listing of internet weather sites for Idaho Springs has been added. Also, Bill is in the process of posting white papers on Solar Energy and Fire Mitigation. They are listed on the New @ page of the Website.

Telecom Survey
Bill Sanders reported that a Telecom survey was sent out with the Clear Creek Currant. He said it appears this is a result of the meetings he attended last year about possible expansion of broadband services into the county. He brought copies of the survey and urged everyone to fill one out.

County Takeover of Association Roads
Dave reported that the county's bid to take over USFS roads is stalled due to Tim Allen's promotion, but is still lurking out there. We still don't know anything about the driveway permits, and are concerned about the status of those permits if the county takes over the roads. Dave explained if the roads are controlled by the county, homeowners whose driveways cross USFS land may have to pay their own permit fees.

Claim Access
Dave reported he has not talked to Damien and has nothing new on the claim access situation.

Phone Box in Roadway
Dave reported he has talked to Qwest about the phone box in the York Gulch several times. They do not seem too concerned. There is concern that the box will be hit when two large cars or trucks are trying to use that stretch of York Gulch at the same time.

Forest Service Easement
Dave said there has been no movement from USFS on road easement or small tract act issues. Sue Greenlee is still in charge of doing the paperwork, but she now has a larger area of responsibility, so York Gulch has fallen down the priority list again. Dave has suggested that we again try to get the entire area done as one action rather than in small groups as was proposed.

Road Committee Report
Special Use District - Larry is continuing to study the Special Use District for road maintenance. He is working on determining the boundaries. Presently it looks as if the boundaries will go as far as the Octopus, and include the following roads:
  • York Gulch to the Octupus
  • Red Tail Ridge
  • Chinook
  • Alpine
  • Old Stage
There was a brief discussing where members voiced some of the following concerns:
  • Would the roads need to be upgraded to county minimum standards, and what are those standards?
  • Who pays for the upgrades, and how much would it cost?
  • Who come up with the budget for upgrades? What if the cost is too high?
  • What level of service and improvement do we want on the roads?
Dave explained that it appears that we would have veto power at several stages of the process if the costs appear too high, or the proposed level of improvement is to great.

There was also a discussion of how such a district would redistribute the cost to more people, since currently it is the same people year after year who pay the road fee, and the same people who don't, but continue to drive on the roads.

Guard Rail - We have not heard any more about the guard rail replacement issue.

Sand Barrels - The sand barrel at the base of York Gulch has been replaced by Larry Kramer with a plastic barrels, but we are still awaiting the new sand. Larry has said he can provide more of the large plastic barrels, and Ryan McHale said he has access to large, free stainless steel barrels. Anyone wanting a sand barrel on a portion of their road should contact Larry or Ryan, place the barrel securely near the side of the road, and then notify Larry to notify the county as to the location so hopefully it can be filled with sand.

New Business

Realtor Signs
Dave brought up the continuing problem of multiple realtor arrows and signs. Marci reported that the association has voted to allow only one sign per property several times over the last half dozen years. The most recent vote said if additional sign were placed, they must be on private property with the written permission of the landowner involved. Dave suggested we make a statement in the bylaws of the association, and send this to all home and landowners, as well as local Realtors. A motion was made andpassed unanimously.

Road Boss
There was a brief discussion of the Road Boss job, and how Larry Kramer was presently doing the work of the Road Boss as well as heading the Road Committee, and acting as liaison with various agencies in the county. A motion was made to appoint Larry Kramer as Road Boss. It was passed unanimously.

Next Meeting

TThe next board meeting will be held Tuesday, March 12 at 7 p.m., in the York Gulch Firehouse.
