Board Meeting May 22, 2002

The regular Board Meeting of GCCHLA was held May 22 at 7 p.m. at the home of Dave and Judy Gallaher. The following GCCHLA members were present:

Elmgreen Meadow Purchase Petition

Harry Dale and Sue ?Howell? from Elmgreen Open Space Coalition, gave a brief presentation concerning the proposed Elmgreen Meadow purchase. The Elmgreen family has offered to sell the property, located on both sides of I-70 at the base of Floyd Hill, to the Trust for Public Land for open space.

The property consists of the Homestead, a 437 acre tract located along Clear Creek Canyon north between I-70 and Hwy 6, and the Meadow, 67 acres located south of I-70 near the new High School. The Meadow runs along I-70 between Soda Creek Road on the east almost to the new High School.

A petition was available for signatures urging the county commissioners to use Country Open Space funds to help finance the purchase.

Business Meeting

The Board Meeting was called to order by GCCHLA President Dave Gallaher.

Minutes were presented from the March 12, 2002 Board Meeting. The minutes were approved as published.

Old Business

York Gulch Fire Department
Dave reminded everyone the Fire Department needs a simple floor plan from every homeowner on file at the firehouse. Especially important is the location of the batteries. In addition, show information about any external on/off switch you may have. Fire suppression is based on battery location. With the increased fire danger, the floor plan could make the difference when trying to save your house! We want to have 100% compliance so your cooperation is appreciated. Send the plans to:

Web Site Update
Marci Bowman gave the report on the Association Web Site. She reminded everyone the new URL is http://boonieliving.com/GCCHLA A link will be kept from the old URL.

Bill is still in the process of posting white papers on Solar Energy and Fire Mitigation. They are listed on the New @ page of the Website. Comments and suggestions are welcomed.


County Takeover of Association Roads
Dave reminded everyone that the county's bid to take over USFS roads is stalled due to Tim Allen's promotion, but is still lurking out there. We still don't know anything about the driveway permits, and are concerned about the status of those permits if the county takes over the roads. Dave explained if the roads are controlled by the county, homeowners whose driveways cross USFS land may have to pay their own permit fees.

Claim Access
Dave reported he talked to Damon, and the proposed map is ready. Damon was unable to attend the meeting.

Forest Service Easement
Dave reported that he has been notified that the Forest Service is ready to move on York Gulch Phase I of the Small Tract Act. This sudden speed was quite unexpected. We still do not know the time frame.

A question was asked about who settled disputes when two homeowners want to purchase the same particle of land. Dave said he wasn't sure, he only knew that the Forest Service urges people to settle their differences before attempting to purchase the land.

Road Committee Report
Special Use District - Yvonne Kramer and Dave reported on the possible Special Use District for road maintenance. Yvonne reported that currently 18 people out of a possible 180 claims are paying the $100 road fee. That means everyone else is getting their road maintenance for free. A special use district would not only share the cost of road maintenance more fairly, but also allow for some much needed repairs that cannot be afforded with the current level of participation.

Boundaries will go as far as the Octopus, and will include the following roads:
  • York Gulch to Alpine to Old Stage loop

  • York to Red Tail Ridge to Chinook loop


  • Yvonne said projected costs would be about $600 a year for administrative costs plus $3 - 4000 per year for maintenance costs. This would be divided between those living within the proposed district.

    There was a brief discussion of how such a district would redistribute the cost to more people, since currently it is the same people year after year who pay the road fee, and the same people who don't, but continue to drive on the roads. The discussion also included minuses such as not knowing how much improvement the county might want to make, and what the eventual cost might be, and pluses such as not having to make as many repairs to cars being driven on bad roads.

    New Business

    California Development
    Dave reported that Al Mosche and a partner are considering the sale of a portion of the mountain located between Chinook Rd and I-70 to a California developer. The California developer is understood to specialize in homes in the million dollar range. Dave showed on the map where he understands the land is located.

    There was a discussion about the pros and cons of such a development. The general feelings were:
    • Since probable access would be located on the I-70 frontage road or along lower Fall River, the traffic impact would probably be minimal.

    • The addition of high priced homes to the area would increase property values in York Gulch as well.

    • As long as zoning requires a fairly large lot size, in excess of ten acres, the overall impact to both York Gulch and Lower Fall River should be more positive than negative.

    Wildfire updates
    Marci Bowman gave a brief update on the current wildfire situation. (Bill Sanders was out of town.) She reminded everyone that most of the wildfires to date had been human caused, with lightening being the other primary cause. Human action that have caused recent fires include cigarette butts thrown on dry ground, improper campfires, and ATVs with overheated manifolds or inadequate spark arresters. She reminded everyone to be aware and report any problems. She also reminded everyone of the county and state fireworks ban.

    Dave described the automatic roof sprinkler system that he has devised for his house. The sprinkler is on an inexpensive timer, and when turned on, will spray the roof, deck and nearby trees for 10 minutes every two hours.

    Propane Group Rates
    Jeff and Laurie Beckel were unable to attend the meeting, but asked if anyone were interested in possibly forming a co-op to see if we could get a lower rate for propane. Many people said they rented rather than owned their tanks. If anyone owns their propane tank, and is interested in exploring the idea of groups, please contact Beckels.

    Batteries - Used AGM, sealed cell, UPS Deep Cycle $15
    Dave reported he had found a source for used Deep Cycle batteries. They come from industrial battery backup units, and often have minimal actual use. Dave suggested that since the cost is so low, even if they only lasted a few years, the cost would be far less than buying new batteries.

    Mailbox Problems
    John Beck reported he has had a credit card stolen from his mailbox at the base of York Gulch and Fall River. A brief discussion followed.

    Next Meeting

    The next board meeting will be held Tuesday, July 23, at 7 p.m., at a location to be determined.
