GCCHLA Board Meeting

May 22, 2001

The regular GCCHLA Board meeting was held May 22 at 7 p.m. at the York Gulch Fire Station. The following GCCHLA members were present:

Business Meeting

Meeting was called to order by GCCHLA President Dave Gallaher.

Minutes were presented from the April 10, 2001 Board Meeting. They were approved as published.

Dave gave the most recent treasurer's report available, from April 2001, as Yvonne Kramer was not able to attend:
    GCCHLA checking/savings: $1,501 / $6,391

Old Business

York Gulch Fire Department
Marci Bowman reminded everyone the Fire Department needs a simple floor plan from every homeowner to have on file at the firehouse. Especially important is the location of the batteries. In addition, show information about any external on/off switch you may have. Fire suppression is based on battery location. We want to have 100% compliance so your cooperation is appreciated. Dave reported that electricity will be brought to the firehouse very soon, and there will be no cost to the association. He reminded everyone that we desperately need volunteer fire persons.

Peters Loop Road
Don Waggoner reported that the name was approved as Peters Circle. We will need two road signs, one for each end of the road. Bill Sanders said he will ask Pat Elliot to paint the signs. Don said he and Scott can put the signs up once they are ready.

Web Site Update / Telecommunications
Webmaster Bill Sanders gave the report on the Association Web Site. Bill reported the telecommunications report from the Clear Creek Development Council seems to have bogged down. He has not been able to find out anything about the status of the report.

Bill reported that high speed Internet dish access through StarBand has been getting good reviews. Clear Creek Supply hopes to be a supplier at some time in the future. Others reported that StarBand has been overwhelmed by the response, and has a very long waiting list.

Bill reminded people about the bulletin board page, and the links to personal & business sites.

Bill reminded everyone to watch for Pine beetle, and read the articles on the Web site if necessary. Everyone agreed they had not seen any new infestations this year. We may have beaten them!

Marci reported that the State of Colorado has a residential fuel cell technology project that will be ramping up this summer. The URL is http://www.state.co.us/oemc/programs/fuelcells.htm. She reported that program director, Jay Brieze, said he expected fuel cells to be economically viable in three to four years. Otto Van Geet said he doubted the technology would be ready that soon, and did not expect that it would replace the solar panels any time soon.

County takeover of Association Roads
Dave reported that the county's bid to take over USFS roads is still pending. The Forest Service now admits there are negotiations, but still doesn't know anything about the driveway permits. We are still concerned about the status of our driveway permits if the county takes over the roads. Dave explained if the roads are controlled by the county, homeowners whose driveways cross USFS land may have to pay their own permit fees.

Association Insurance Update
Dave reported the lowest bid he has been able to get for insurance is $6-700 per year. He is still waiting to hear on a possibly lower bid. Bill Sanders urged him to go ahead and arrange for the insurance; board members don't want to be vulnerable any longer.

Central City Update
Dave reported the Central City Southern Access Road is proceeding. Latest word is that the construction bonds are not selling.

Dave also discussed Black Hawk's proposed tunnel from Highway 119 to a location on I-70 near the Southern Access Road. The Black Hawk tunnel would start somewhere near the base of Floyd Hill, before the turn off of the Central City road.

Consolidated Ditch Road
Craig Wandrey reported that the county vacated Consolidated Ditch Road from the edge of the Harrison claim to the portion which crosses USFS property. The Forest Service came to the final hearing and said they had not had an opportunity during the six months the hearings had been going on to examine the road, and did not want their portion of the road vacated.

New Business

Wildlife Updates
Dave reported the bear is back on Red Tail Ridge. He reminded people to take the customary precautions:
  • keep garbage inside
  • take in hummingbird feeders at night
  • clean your BBQ grill or bring it inside
  • keep petfood inside, etc.
Craig described his recent motorcycle / deer accident, and reported that his injuries, two broken arms and facial injuries, are healing.

Fall River Association
Dave reported that the Lower Fall River Homeowner's Association invited him to attend their homeowners meeting June 12. He will report back to the Association in July.

Road Committee Report
Larry Kramer was unable to attend, but Dave reported that the roads look good.

Association Dispute Policy
Dave asked that we have an official policy that the Association will not take sides in member disputes. He suggested the Association could offer to try to mediate in a dispute, but should not take sides. A motion to that effect was made and passed.

Claims Access Committee
Damon was not able to attend the meeting. Dave reported Damon has found Historic Road access to most claims. Dave said we are still trying to get the concept blessed by the county and the Forest Service.

Small Tract Act
There was a brief discussion of the Small Tract Act and why or why not to purchase land.

Small Tract Act Meeting
Dave reported that the Forest Service will be sending a letter inviting everyone to an informational meeting about the Small Tract Act. The meeting will be held Saturday, June 16, at 10 AM at the York Gulch Fire House.

New Addresses??
Dave reported that the county is considering making changes to some addresses due to 911 emergency concerns. Some addresses (see Mule Deer Road for examples) are not properly numbered, and there is concern that emergency vehicles may have trouble finding an improperly numbered house.

Next Meeting

The next regular meeting will be July 17 at 7 p.m. at the Firehouse.
