GCCHLA Bloard Meeting
October 24, 2000

(These minutes cannot be officially approved until the Jan 2001 meeting.)

The regular GCCHLA Board meeting was held October 24 at 7 p.m. in the Firehouse. The following GCCHLA members were present:

Business Meeting

Meeting was called to order by GCCHLA President Dave Gallaher. Dave noted that a quorum of Board members was not present, and that no official votes could be taken.

Minutes were presented from the Annual Meeting of September 9, 2000. The minutes were approved with the following corrections:  New Board members include Larry & Yvonne Kramer; Jeff & Laurie Bechel; Lynn Butler & John Hicks; and Don Waggoner.

Yvonne Kramer gave the Treasurer's report:
   GCCHLA:  $10,096.46
   YG Fire Dept.:  $7,735.30

Yvonne reported Renaud's bill for annual grading of the roads was $2550. A discussion followed as to what added roads should be included in the grading contract due to building of new homes. Proposed additions included:

  • Pisgah Road to the "ball park" - Don said there are a total of 12 houses
  • Mule Deer Trail - soon to have a total of 6 houses
  • Overlooked Way if not already on the contract


Some Old and Some New Business
(this was a fairly informal meeting)

York Gulch Fire Department
Dave reminded everyone that volunteer fire personnel are urgently needed. Kathleen Krebs continues as acting Fire Chief, but she no longer lives in the Gulch. We need to help staff the Fire House if we want to keep our status. Having a local fire station is very important for lower insurance rates, as well as for local fire safety.

New Road Name
Marci Bowman suggested that an unnamed county road in the Gulch be named in honor of the late Steve Peters in recognition of his many contributions to GCCHLA. She suggested a road would be an appropriate tribute since Steve spent many hours helped determine which roads were to be included on the original USFS permit.

She had researched the issue, and according to Jim Cannady, CC Road and Bridges, renaming a road is a long and costly process, but naming an unnamed county road is relatively simple.

Don Waggoner suggested a particular road near Steve's house that loops off Pisgah Road. An unoffical vote was taken, and the idea passed unanimously.

Small Parcel
Dave reported that according to sources he talked to at the Forrest Service, our small parcel request may be acted on as early as some time next year.

City Status
Dave announced that the Home Rule petition was tabled until early next year. He reported this was due to a number of problems including:
  • new county maps that showed our boundaries off by as much as 200 feet
  • possible passage of Amendment 21 which would severely impact any city services
  • time constraints creating too short a window to accomplish all the necessary legal steps
Dave said the committee is redoing the map, and will begin again next spring.

Central City Update
Dave reported the Bond issue was approved for the Central City Southern Access Road. Final construction is still being held up by a court case.

County Zoning Update
Dave announced the county is continuing to zone all National Forest lands to the West of York Gulch. (Note: Most of USFS land in York Gulch was zoned as buffer last year. A small portion was zoned low density residential. See Zoning article.)

Association Insurance
Dave stated he had gotten several quotes for liability insurance for the Association as well as for the Board Members. He said the quotes are for between $6 and $800 per $1 million insurance. He is continuing to search for better coverage. This would cover the 5.5 miles of road presently included in the Forest Service agreement.

Consolidated Ditch Road
Dave explained that the county opened the historic Consolidated Ditch Road from Alpine Way down Craig Wandrey's driveway to Red Tail Ridge Road. Craig reported that he was able to contact all but one of the former owners, and that each thought someone else had vacated the road. He said no one had any proof that the road had ever actually been vacated.

Craig Wandrey is requesting that the county vacate the road from the north end of the Idaho Extension claim to Red Tail Ridge Road. A total of 900' of road runs across Craig's property.

This action will provide road access to both the Barnum and Susquehanna claims as well as the Idaho Extension. Craig said if the county does not vacate his portion of the road, he will request that the Idaho Extension be subdivided into two buildable properties.


New Business and Reports

Road Planning and Access Planning
Dave suggested the Association should form a committee to study current and historic maps to determine the minium number of historic roads that could be reopened to provide access to currently landlocked claims. The goal would be to provide road access to each and every claim in the Gulch with a minium of road openings.

The Association would try to provide legal access to as many claims as possible without reopening entire roads to provide access to claims at only one end, such as the current Spring Gulch Road, and new Consolidated Ditch Road. During the discussion that followed, it was suggested that possibly the portion of Spring Gulch Road between the Wyoming claim and York Gulch Road could be vacated as well.

Dave will approach Susan Pacek, from county planning, about a moratorium on new roads if we can show that we will cooperate in opening the historic roads that are necessary.

A committee was formed consisting of Dave Gallaher, Don Waggoner, Craig Wandrey, Marci Bowman, Damon Ardourel and Carol Doane.

Road Committee Report
Larry Kramer requested other bids for the road grading, but received none but Renaud's. Everyone agreed that Renaud did an excellent job. Most of the work was done by the man who threatens every year to retire!

Driveway permits???
Dave noted it has still not been determined who will grant permits for driveways that cross USFS land if the county takes over the Forest Service Roads.

Election
No election could be held as the was not a quorum of Board Members present.

Next Meeting

The next regular meeting will be held January 23, 2001 at 7 p.m. Dave requested a house location for the meeting as the Firehouse gets quite cold in January. Marci will send out an email notice requesting use of an accessible house for the meeting.
