GCCHLA Minutes
Board Meeting March 18, 1999

The meeting was held Mar 18 at 7 p.m. in the home of Dave and Judy Gallaher. The following GCCHLA members attended:

Minutes from the January 21, 1999 meeting were approved with the following corrections:  the Treasurer's report for Jan was:  GCCHLA checking: $1,044.18  GCCHLA savings: $5,618.37  Fire Department: $5844.92.

Yvonne Kramer gave the Treasurer's report:
   GCCHLA checking: $1197.35
   GCCHLA savings: $5718.37
   Fire Dept.: $5981.70

Yvonne reported the cost for Renaud to repair and grade the roads was $5490.00. An additional $550 was contributed by homeowners living on Chinook Road for extra repair to that road. Yvonne pointed out that to date only $1800 had been raised by member contributions. A discussion was held about possible ways to increase these contributions, which are unfortunately voluntary.

Old Business

Central City
Dave Gallaher handed out maps of Central City's Highlands project, and other related information.

Dave discussed the various possible road costs to Clear Creek County if the Central City expansion projects are allowed to go through. According to estimates he obtained from a road engineer acquaintance, the cost of major improvements needed to sustain the projected traffic could run as high as $5 to 10 million, depending on how extensive the improvements had to be.

All of the Clear Creek County commissioners have come out in opposition to the project.

In addition, another Environmental Impact Study (EIS) will need to be done on the Eureka Ranch project. The previous EIS, done for the southern annexation last year, indicated that any additional development would require another EIS. This was due to the possible water problems connected to the first annexation.

It was moved, seconded, and passed that Dave Gallaher, Mark Fowler, and Tim Wheeler will form a committee to write a statement of fact for the County outlining GCCHLA concerns about the road expansion and proposed water pipeline.

Forest Service Land
Scott Schaeffer reported that the proposed land swap between Central City and the Forestry Department was published in the Courant. The Forest Service will be getting a large parcel of land near Scott's claim in exchange for land along York Gulch Road. (The land is located in Sections 22, 27, and 73.) Cory Wong, of the Forest Service, has said recently that he has not approved the trade.

Kathleen Krebs suggested we set up a meeting with Cory concerning the trade. It was moved and seconded to set up a meeting in April at Cory's convenience.

Mailboxes
Kathleen reported she spoke with Jeff ??, Idaho Springs Postmaster, and he said that a study by the National Safety Council approved the original site. The boxes are located on an easement and can only be moved if there is a petition from the homeowner regarding safety issues. He indicated that the post office was not interested in renegotiating the mail carrier's contract so that mail could be delivered to a location near the Fire House. A possible location around the curve from Holmberg's was discussed. Kathleen will talk to Jeff again.

Pamphlet
Marci Bowman brought a draft of the proposed information pamphlet for discussion. Yvonne Kramer said she felt the tone was too brusque. Copies were distributed, and people were asked to make changes and suggestions.

Removal of Large Items -- Battalle Junk Autos
Dave reported that Kevin Batalle has been contacted by the county about removal of the junk cars on his property. He said the mining mill that appears to be in danger of falling on the road does not fall in the junk car category, and won't be addressed by the County until such time as it actually falls.

Newsletter
Yvonne suggested communication with home and landowners who are not members, and who do not attend meetings needs to be increased. This is especially true with the Central City problems. She suggested we create a quarterly newsletter. It could contain a summary of the minutes, the officers, and any other news of interest. It was moved and seconded that Yvonne will create a sample newsletter, and Marci & Bill will help her.

Widen York Gulch Road
Marci reported she had spoken with the owner of the Vanderbilt claim concerning our desire to widen York Gulch road at Red Tail. The owner said an engineering report would be necessary, and she did not want her stable moved. Dave pointed out that the stable was located too close to the road and did not provide the required 20' easement.

New Business

Wildfire Danger
Kathleen reported that with the extreme lack of moisture we have had this winter, fire danger is expected to be high. She said danger would be primarily from sources such as campfires and cigarettes. Clear Creek's Wildfire team has been working with the State Forest Service. Currently the Forest Service truck is parked at the York Gulch Fire House. She reminded everyone that we will need additional volunteers for the Fire Department.

Dave reported that Fire Mitigation Ponds need a permit from the Army Corp of Engineers, but are a valuable resource in times of high fire danger.

BLM Land
Tim Wheeler reported that BLM land along I-70 is being sold by the county. A public meeting will be held March 23 at 7 p.m. in Georgetown. The discussion will concern keeping the land as open space or selling it for private development.

Spring Road Grading
A brief discussion was held regarding spring road grading. The consensus was that since the past winter was so mild, there was no need to grade the road this spring.

4 Wheel Directory
Marci reported she had contacted the Four Wheel Directory that has York Gulch listed as a recreational four wheel drive road. She explained the current level of residential development, and expressed a desire to have our road removed from their next printing. They indicated that they would bring the issue up at their next board meeting, so Marci requested an official statement from the Board. This was moved and seconded, and passed unanimously.

Pine Beetle Meetings
Marci reported on the Pine Beetle meeting she and Bill Sanders attended in Evergreen. She gave the schedule for the remaining meetings. Kathleen suggested we ask Cory to discuss the pine beetle problem at our meeting in April.

Next Meeting.

The April meeting will be held at Wayne and Judy Hays home at 310 Alpine Way. The date is to be determined based on Cory Wong's schedule. Information will be posted on the sign.
