GCCHLA Minutes
Board Meeting May 20, 1999

The meeting was held Thurs, May 20, at 7pm in the York Gulch Fire House. The following GCCHLA members signed in:

The meeting was called to order by Pres. Dave Gallaher at 7:15. There were two sets of old minutes: for the special meeting in April and the regular meeting in March. Both sets were approved as published.

Yvonne Kramer gave the Treasurer's report:
   GCCHLA checking:  $1144.23
   GCCHLA savings:  $5749.93
   Fire Dept.:  $5999.21

Old Business

Central City Encroachment
Dave summarized very briefly the Gilpin County situation:
  • Pipeline planned for construction in 2001.
  • EIS required.
  • USFS interested in procedure, not substance. (No help on whether pipe should be built, but probably support over impact statements.)
  • Clear Creek County Commissioners, Lower Fall River Homeowners Assn., some officials in Gilpin County opposed to Central City's plans (though for different reasons).
  • Our main strategy is to run up expense so they abandon YG (probably in favor of South Access Rd.); defeat of project altogether the secondary strategy.
Dave has drafted a letter (which he neglected to bring) to CCC Commissioners concerning their role in any Provision 1041 action.

Small Land Claims Acquisition Act
Dave circulated a list for landowners to sign if they are interested in acquiring the small parcels adjacent to their claims. The intent is to reduce costs by consolidating the survey and filing overhead. He stressed that the process would be slow, and the final cost would be in the $3,000 to $5,000/acre range - so don't sign up for land you'll never be able to pay for.

New Business

Mountain Lion
The YG mountain lion ate the Sams' dog Mon. (5/17). Dave said it probably has two cubs, one of which might be injured. This would probably keep it in the area and make it protective. He recommended keeping dogs, horses, etc. safe.

Community Clean-up
Dave received a confusing memo from Jack Benson, Clear Creek County Administrator. YG and Lower Fall River are identified as a combined group. The program offers community resources and reduced or free dumping costs for the removal of community debris (private trash and hazardous materials are explicitly excluded). A specific weekend must be arranged in advance with the Transfer Station (county dump). Dave will attempt to clarify some points in the memo and approach the Lower Fall River HA to see if they are interested.

Travel Management Planning Process
The Clear Creek Forest District of the USFS is setting up a travel management plan, part of which includes identification of roads to be blocked or not maintained. Dave is interested in trying to downgrade the Bald Mountain Road in Gilpin County past Dean Wooley's house. That would reduce the likelihood that YG would ever become the back access for any Eureka Valley development. Three meetings are scheduled:
  • 6/17 Idaho Springs City Hall (the preferred one, since it is closest to YG)
  • 6/2 Gilpin County Justice Center
  • 6/8 Evergreen Lake House.
Each meeting starts at 4pm., will probably run to about 7pm.

Culvert on Red Tail
Craig Wandrey said he plans to put a culvert at "Batalle Spring" on Red Tail, and invited financial support. It was suggested unofficially that Don Waggoner submit a bid for the project. The issue will be an action item at the July meeting.

Cheap Gravel
The road work on I-70 has resulted in excess crushed rock/gravel being available after each day's work. You can fill a pickup truck for $5 at exactly 4pm at the intersection of US 40 and US 6 (across from Kermit's).

Next Meeting

The next meeting will be held at Arlan Crane's on July 15.

The meeting was adjourned at 7:50 (which is a record even Jaye never matched).
